When Apple announced iMovie for the new iPhone 4, lots of user hoped they would allow us to run it on previous 3GS models as well. But just like video recording, Apple doesn't seem to keen on giving freebies to older models.
Saying that the 3GS isn't powerful enough isn't an option, because you can indeed run iMovie on the iPhone 3GS, and edit your videos without any extra help.
(Though, truth be told... if you're planning on doing complex projects, the 3GS memory simply isn't enough to handle it - but, it should be enough for some quick and fun edits! Needless to say, you'll need a jailbroken iPhone.)
